Dezhou＇s safety situation continues to be stable and improving

 Recently, the Information Office of Dezhou Municipal People's Government held a series of themed press conferences under the title Dezhou: A Review of 2025. Relevant officials from the Dezhou Municipal Emergency Management Bureau introduced the achievements in emergency management.

In 2025, the number of work safety accidents and fatalities in Dezhou decreased by 27.3% and 29.2% year-on-year respectively, achieving "double declines" for five consecutive years. No major or above accidents have occurred for four consecutive years, the safety situation has maintained a stable and improving trend, and many practices have been promoted at the national and provincial levels.

We have paid close attention to fundamental solutions and tackling tough issues, and the level of intrinsic safety has been continuously improved. We have firmly grasped 52 annual tasks in 6 aspects, established working mechanisms such as dynamic research and judgment and precise reminders, promoted enterprises to rectify 7,292 major accident hidden dangers, installed 881 risk monitoring and early warning systems, upgraded, renovated and eliminated 170,000 backward technological equipment, completed coding for 8,455 electric welding equipment, and eliminated 8,625 hidden dangers in four types of operations. We have established a "comprehensive inspection" working mechanism, conducted "one comprehensive inspection" on 38 major hazard source enterprises, and rectified 1,611 in-depth hidden dangers. In the field of hazardous chemicals, we have established a joint review system for "two key areas and one major project", held 12 joint meetings, and investigated and handled 6 illegal construction projects. We have implemented full-cycle risk pre-control for 29 under-construction projects and corrected 42 design defects. In the industrial and trade sector, we have intensified inspections on 453 enterprises involving combustible dust and foundry operations. We provided on-site assistance to enterprises 794 times. All enterprises with more than 30 workers engaged in dust-related operations have been connected to the early warning platform for management.

Strengthen comprehensive coordination and continuously improve the disaster prevention and control system. We activated emergency responses 17 times and successfully handled 37 precipitation processes, as well as extreme weather such as high temperatures, continuous rainfall, and cold waves. Improve the risk monitoring and early warning system. We have built 3 new seismograph stations and 95 early warning stations, integrated 170,000 video surveillance channels, constructed an early warning information release system, and successfully obtained approval as a national pilot for the urban safety risk comprehensive monitoring and early warning work system. We have earnestly done a good job in disaster relief, secured 2.6 million yuan in disaster relief funds, and distributed all of them to the grassroots.

We have consolidated the grassroots foundation and continuously improved the emergency rescue capacity. We have promoted the standardized construction of emergency command headquarters at all levels, and equipped them with 6 command vehicles, 18 drones, 407 individual soldiers, satellite phones, and other communication equipment. We have strengthened the management of rescue teams, adopted exercises as training for combat readiness, organized 4,921 emergency drills at all levels, and mobilized 1,400 teams and 8,000 sets of equipment. We have secured over 90 million yuan in national debt project funds and equipped grassroots emergency rescue teams with nearly 3,000 sets of "small, light, fast and intelligent" rescue equipment. We have built 89 new emergency shelters, set up 331 transfer and resettlement sites, established 984 minimum emergency units, and reserved 119 types and 2.29 million pieces of disaster relief materials at all levels.

Strictly control the access permission for fireworks and firecrackers business. Strictly implement the Dezhou City Fireworks and Firecrackers Setting Off Management Regulations. A total of 433 retail stores have been planned across the city. No permits shall be issued in firework-prohibited areas, nor to sites that fail to meet safe location requirements or do not conform to the layout planning. We have severely cracked down on illegal activities such as illegal production, storage, transportation, sale, and setting off of fireworks and firecrackers, effectively strengthened the "full-chain" management of fireworks and firecrackers, and fully eliminated various hidden problems and risks.
