2023 Report on the Work of the Government

Delivered at the Second Session of the 19th Dezhou Municipal People's Congress on December 29, 2022

Fellow Deputies:

On behalf of Dezhou Municipal People's Government, I will now report to you on the work of the government for your deliberation and approval. I also ask for comments from members of the Municipal Committee of Chinese People's Political Consultative Conference (CPPCC) and the comrades attending the meeting.

I. A Review of Our Work in 2022

2022 is the opening year of the new government. In the face of high winds and choppy waters in the development environment and challenging tasks beyond expectation, we insisted on taking the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, earnestly studied and implemented the spirit of the Party's 20th National Congress. Under the strong leadership of the CPC Shandong Provincial Committee, the Shandong Provincial Government, and the CPC Dezhou Municipal Committee, we acted on the requirements of responding effectively to Covid-19, maintaining economic stability, and ensuring security in development, while efficiently coordinating the prevention and control of epidemics and economic and social development to advance in meeting benchmarks and standards with concerted efforts. We met the difficulties head-on under pressure, thus making solid progress in high-quality development.

(I) We maintained steady growth of the economy. We took advantage of extraordinary measures to response to the epidemic, strengthened targeted regulation on economic operation, established supporting mechanisms over scheduling research and judgement, and bailout on various work of enterprises, implemented a combination of tax and fee policies, which achieved 9.51 billion yuan of tax and fee cuts, while pooling all kinds of policy funds of 25.56 billion yuan, and launched three batches of "policy package" and a series of special policies. The economy of Dezhou sought progress while maintaining stability and improved in progress, and the growth rate of major economic indicators achieved the goal of "three exceedings". In the first three quarters, the regional GDP increased by 4.3%, ranking 5th across Shandong. From January to November, the general public budget revenue was 22.03 billion yuan, with a same caliber growth of 9.7%, ranking 1st in Shandong; the fixed asset investment increased by 19.1%, ranking 1st in Shandong; the added value of industries above designated size increased by 7.9%, and the industrial electricity consumption increased by 5.2%, both ranking 2nd in Shandong; the balance of deposits and loans of financial institutions increased by 12.9% and 13.8% respectively; the import and export increased by 21.8%, and the actually used foreign capital increased by 53.7%.

(II) We pushed forward the project construction solidly. We accelerated the construction of "seven networks", with an investment of 116.5 billion yuan in 328 key projects at or above the municipal level. We strived 1.48 billion yuan for policy development financial instruments, and issued special bonds of 21.4 billion yuan for 173 projects, with the total number ranking 3rd in Shandong. We started 405 new investment attraction projects that pooled the capital of 26.3 billion yuan, with an investment of 6.2 billion yuan being put into 12-inch wafer project for faster construction. We carried out the "Two-River Connection" project of Yellow River and the Beijing-Hangzhou Grand Canal, boosted the construction of ecological corridors, and initiated the construction of a number of major infrastructure projects covering the "one corridor and six areas" Beijing-Hangzhou Canal cultural landscape belt, marathon track, sports parks, science and technology center, elevated roads on Yunhe Avenue, etc. We implemented regional interconnected river system network project and ecological water system construction, with an investment of 4.07 billion yuan in 41 key projects including river regulation and irrigation district reconstruction. We completed the comprehensive treatment of Henghe River and Jianmaheng River, achieving dual water supply in central urban areas. The Dezhou Section of Jinan-Zhengzhou High-speed Railway, Qihe Section of Beijing-Taipei Expressway, Dezhou Section of Jinan Belt Expressway, and Linwu Expressway were promoted smoothly. Eight national and provincial highways were upgraded, with the new reconstruction of the "Four Goods Rural Roads" reaching 1,136 km. The Dezhou section of the Power of Siberia was officially put into operation. We newly rebuilt 2,516 5G base stations, facilitating Dezhou being listed as a "Gigabit City".

(III) We shaped and improved the quality of advanced manufacturing industries. We focused on the cultivation of 7 leading industries such as electronic information, preferably selected 11 industrial chains to solid the "chain leader system", and completed investment of 19.5 billion yuan in 110 municipal key technological transformation projects, with the manufacturing investment in technological transformation increasing by 22.8%. The added value of the "four news" economy increased by 13.9%, the added value of high-tech manufacturing industry increased by 39.4%, 253 industrial enterprises above designated size were cultivated, accompanied by 13 national-level and 179 provincial-level "specialized, fine, characteristic, and novel and little giant" enterprises, and 3 national and 21 provincial single-champion demonstration enterprises, and the operating income of Hualu-Hengsheng exceeded 30 billion yuan. We established enterprise listing, cultivation and promotion funds, contributing to 11 newly listed enterprises, with 62 new listed companies listed on Fourth Board. We accelerated digital empowerment, launched the commencement of regional sub-center project of the provincial capital economic circle of the national integrated industrial big data Shandong Cloud Center, cultivated 600 cloud enterprises, and developed 5 digital economic parks. The self-cultivated Allink Industrial Internet was selected as a professional platform with national characteristics, and the added value of the core industries of the digital economy increased by 149%. The new energy generation capacity was of 10.95 billion kWh, accounting 1st in terms of the electricity consumption of the whole society. The innovation-driven capacity of Dezhou was enhanced, and it was selected as the national innovative city. 210 new high-tech enterprises and 856 small and medium-sized scientific and technological enterprises were created. 32 provincial-level scientific and technological innovation platforms were built, among which Shandong Grad was selected as the national enterprise technology center. The China (Dezhou) Intellectual Property Protection Center was put into operation, and the construction of "One Hospital, One Base, One Park" of Qilu University of Technology (Shandong Academy of Sciences) began to bear fruit.

(IV) We made remarkable achievements in rural revitalization. The grain production yielded the "19th harvest season", the "ton and a half grain" has successfully fulfilled the production capacity in the first year, and the corn-soybean strip compound planting was promoted in large-scale. The average yield per mu of wheat and corn in the core area reached 673 kg and 818 kg respectively, and the total annual grain output reached 17.84 billion catty, with both unit yield and total output reaching record highs. The working conference for national spring agricultural production and strengthening field management of winter wheat was held in Dezhou. We built 890,000 mu of high-standard cropland and rectified 57,000 mu of unreasonable outflow of arable land. The construction of a "famous food city" advanced solidly, and the infrastructure and industrial projects of China (Dezhou) Agricultural Food Innovation Industrial Park were implemented in an orderly manner. There were 181 newly certified "pollution-free agricultural product, green food, organic agricultural product and one geographical indication" products, 28 "taste of Dezhou" authorized enterprises, and 29 "Five-Star Dezhou Grain" authorized enterprises. 855 family farms, 687 farmers' cooperatives and 216 agricultural social service organizations were newly developed. The improvement of rural living environment was continued, the plan for the "demonstration of hundred villages, promotion of thousands of villages, and the rectification of the whole region" achieved remarkable results, with toilet improvement in 250,000 households, clean energy heating renovation in 130,000 households, and transformation of old water supply network of 12,000 km. The reform of "counties and towns sharing powers" and the "rural land, collective construction land, and homestead" in rural areas were further promoted. Yucheng City was selected as a national demonstration county for rural revitalization, and Qihe County was selected as a provincial modern agricultural county.

(V) We continued to deepen reform and opening up. New breakthroughs were made in the integration of coordinated development of the Beijing-Tianjin-Hebei region. The National Development and Reform Commission approved 9 important issues in Dezhou, and the Shandong Provincial Government issued 20 hard-core measures to successfully hold major events such as integrating into the Beijing-Tianjin-Hebei Region. The construction of Tianqu New District was accelerated, and a number of major platforms, important matters and landmark projects were landed. We innovatively launched the "Ten Major Integrated Reforms" in key areas, and strived to carry out 13 national-level pilot reforms and 87 provincial-level pilot reforms. We enhanced the business environment in an all-round way, selected and assigned more than 7,400 Chief Government Service Officers, focused on promoting 239 reforms, innovated the "credit+commitment+tolerance" minimalist approval model, and introduced "micro-reforms" on real estate registration such as "issuing certificate right after handing over house". More than 1,900 business scenarios achieved the promise of immediately handling, and 73,000 new market entities were registered. We adhered to the guarantee mechanism of "elements following the projects", revitalized 35,000 mu of inefficient and idle land, and supplied 6,853 mu of standard land. The scale of the new "head office to head office" bank guarantee was 5.41 billion yuan, an increase ranked first in Shandong, benefiting more than 4,200 small and micro enterprises. Dezhou was approved as a demonstration zone for the development of inclusive finance, and a pilot city for national government procurement to support green building materials for building quality improvement. 6 counties and cities were selected as advanced counties in financial performance management. We accurately analyzed shortcomings and weaknesses, and vigorously promoted catch-up of the development zone. We completed the three-year action plan for state-owned enterprise reform with high quality, and established a three-level linkage mechanism of "province-city-county" for government asset libraries. We successfully held the China-ASEAN Mayors' Forum & Conference for Collaborative Innovation and Development, launched the docking activity of "Join Dezhou in Cooperation with ASEAN", and strived for a comprehensive pilot zone for cross-border e-commerce with approval of the State Council. We implemented a plan for "developing Dezhou with one hundred thousand college students in three years", which had introduced 32,000 college students. The number of talents selected for the national key talent project was the sum since 2008.

(VI) We created a strong momentum for urban construction. We completed a new round of demarcation of "three zones and three lines", and ranked 2nd in Shandong in terms of the newly added space of urban development boundary, with 554,000 mu of land use for construction projects and 198,000 mu of land use for afforestation being newly built. We implemented the overall plan for the protection and utilization of the Beijing-Hangzhou Canal (Dezhou section), and completed the management of regulatory plan for 30 km in the western part of the city. The investment of 109 key urban construction projects in the central urban area was 16.92 billion yuan. The renovation of 6,892 shanty towns and 313 old residential communities were started. We reconstructed 296.2 km of municipal rainwater and sewage combined pipeline network, involving the completion of clearing tasks in 5 counties and urban areas, elimination in 26 black and odorous water bodies, and improvement in 10 sewage treatment plants, and exploited new space for Sponge City with 25.1 square kilometers. The central city achieved full coverage of household waste classification facilities, while other 10 counties, cities and districts having carried out the construction of construction waste landfill sites. We renewed and upgraded 187.4 km of gas pipeline network. We further promoted the establishment of national civilized city and national ecological garden city, built 64 smart communities, added 796,000 square meters of green space, reconstructed 118.4 km of urban roads and 20 pocket parks, and increased more than 8,000 parking spots and 200 new energy buses. 14,000 parking spaces in government agencies, enterprises and public institutions were open for free on holidays. We solidly carried out the construction of "red property", continuously improving the management level of community service.

(VII) We guaranteed firmly on people's well-being. We firmly upheld a people-centered development philosophy, and maintained the proportion of fiscal expenditure on people's livelihood at around 80%. We adhered to monthly scheduling, quarterly supervision, half-year TV governing, and year-end assessment and effect inquiry, bearing fruits in 18 practical matters concerning people's livelihood. 57,000 new urban jobs were created, and 42,000 people were assisted and resettled in public welfare posts. The employment of rural labor force was at the forefront of Shandong. 65 primary and secondary schools and 94 kindergartens were newly rebuilt, 110,000 new grow enrollment were added, and 332 projects for compulsory education capacity improvement were implemented. 3,265 teachers were recruited, and "Ten Practical Things for Teachers" was launched for two consecutive years. We continued to consolidate the results of "double reduction" policy, and promoted the expansion and improvement of after-school services. We steadily promoted the standardized development of private compulsory education. Municipal sports school started enrollment and operation, Dezhou Advanced Normal School and Dezhou Hengde Art Senior High School were completed and put into use, and the construction of new campus of Shandong Vocational College of Culture & Art, Dezhou Career Development College and Dezhou Middle School sped up. The construction project of National Regional Medical Center was successfully approved, and the Eastern Medical Center and Dezhou Infectious Disease Prevention & Treatment Center were progressed smoothly. The Qilu Hospital of Shandong University Dezhou Hospital ranked 21st in the Grade-A tertiary hospitals in Shandong, nine general hospitals were selected into the national "Thousands Counties Project", and all county-level general hospitals entered the rank of tertiary hospitals. We implemented the system integration reform of "Three Medical Linkage + Traditional Chinese Medicine", which was appraised as the national advanced unit of grassroots TCM work. We promoted the centralized purchase of drugs with quantity, which saved 1.72 billion yuan, and the number of diseases paid by outpatient medical insurance for chronic and special diseases expanded to 70. We realized the coverage of endowment insurance for enterprise employees of more than 77,000 people. More than 2,200 nursing-type old-age care beds and over 7,500 nursery service places were added. For three consecutive years, the assistance and guarantee standards of 9 people in straitened circumstances was raised by more than 10%, and the experience of the "common prosperity" social assistance system was popularized throughout the country. We innovatively implemented the policy of "issuing certificate for non-fault masses", and promoted 171 districts in central urban area with "difficulty in obtaining certificates" meet the conditions for accreditation, benefiting 47,000 households. We conducted more than 6,000 cultural performances for public benefits, played around 63,000 public welfare films, and cultivated 1,000 grassroots literary backbones. The large-scale acrobatic show China-chic Mountains and Waters was selected as one of the repertoires performed in Beijing to welcome the Party's 20th National Congress. Dezhou successfully held the 3rd Tourism Development Conference and the 12th National Fitness Games, which was rated as the demonstration city of board tennis promotion. New progresses were made in various undertakings in terms of national defense mobilization, retired military personnel, mutual support between the civilians and the military and co-construction, ethnic and religious affairs, arbitration and mediation, archives and historical records, customs ports, civil air defense, meteorological disaster reduction, and the rights and interests of women, children, the disabled, and the next generation.

(VIII) We kept "the fundamentals" stably. We carried out in-depth special rectification of production safety for three years, and the number of accidents and deaths decreased by 45% and 50% respectively. We thoroughly carried out a major inspection and rectification of road traffic safety, and rectified more than 2,300 potential traffic hazards of facilities and over 7,500 intersections in rural areas. We continued the battle of pollution prevention and control, with the proportion of days with good air quality reaching 66.8%. During the Winter Olympics and Winter Paralympics, the number of days with good air quality ranked 1st among the eight guaranteed cities in Shandong and 2nd among the "2+26" cities. 4,091 pollution discharge outlets of rivers were rectified, the area of water loss and soil erosion was controlled by 20 square kilometers, and trees were planted on 71,000 mu of land. Dezhou strengthened food and drug safety supervision, which was approved to create a national food safety demonstration city. We accelerated the modernization of social governance in Dezhou, continued to deepen the "Fengqiao Experience" and "Lingcheng District Model" in the new era, and achieved remarkable results in “management of repetitive letters and visits, and resolution of the letters and visits, and a long-pending case” special action, with the petition work being national advanced. We successfully completed the stability maintenance tasks at the Party's 20th National Congress, carried out a regular campaign to combat gang crimes, and severely cracked down upon all kinds of illegal crimes, vigorously safeguarding political security, social stability and people's peace.

Fellow Deputies, Over the past year, facing unusually challenging and complex impact of the pandemic, we resolutely implemented the general strategy, general policy, and the general goal set by the CPC Central Committee, and under the strong leadership of the CPC Shandong Provincial Committee, the Shandong Provincial Government, and the CPC Dezhou Municipal Committee, together with the people of the whole city, unswervingly carried out the fight against the epidemic, pooled all resources to enhance the ability of prevention and control, and dynamically adjusted the strategy and methodology to improve and optimize the normalized prevention and control mechanism of active discovery, precise control, effective treatment and strong guarantee, which protected people's lives and health to the greatest extent, and minimized the impact of the epidemic on economic and social development. Over the past year, with the will of going through thick and thin, the people of the whole city united as one and fought continuously, winning one hard battle after another, and rallying a strong joint force to overcome difficulties. In this fight against the epidemic, the medical workers, community workers, public security officers, community-level officials, volunteers, and the broad masses of the people, neglecting one's family for the sake of the common good, worked hand in hand, day and night, and made silent while great contributions. Every step is not easy, but everyone is remarkable!

Over the past year, the new government always adhered to the Party’s political building as the guide, deeply learned, understood, and earnestly practiced Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the spirit of the Party's 20th National Congress, firmly supported the "two establishments", and resolutely fulfilled the "two upholds". We strictly implemented the "first issue" system, timely followed up the study of the latest important speeches and instructions of General Secretary Xi, and earnestly used the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide actions, guide practice, and promote work. We consciously put the government work under the overall leadership of the CPC Dezhou Municipal Committee, took the initiative to report important situations for instructions, and promptly submitted major issues to the CPC Dezhou Municipal Committee for research and deliberation. We consciously accepted the legal and work supervision of Dezhou Municipal People's Congress and its Standing Committee, actively accepted the supervision of CPPCC, the democratic parties, and all sectors of society, regularly reported their work to the Standing Committee of the Municipal People's Congress, briefed the Municipal Committee of CPPCC on the situation, listened to the views from all walks of life, handled 468 recommendations from deputies of the Dezhou Municipal People's Congress and 604 proposals from CPPCC, and seriously studied and absorbed more than 40 researches from various democratic parties, the Federation of Industry and Commerce and non-party personages. The Standing Committee of Dezhou Municipal People's Congress were requested to deliberate and issue 3 local regulations and 4 government regulations. We formulated opinions on strengthening self-construction of the Government, revised the Government's working rules, improved the procedures for making major administrative decisions, and formed an operational mechanism that observes rules, clarifies rules, enforces regulations, and emphasizes laws. We conscientiously implemented the system requirements of "strictness, seriousness, meticulousness, pragmatism and efficiency", and cultivated the "learning, service, saving, innovation, honesty" organs and cadres. We comprehensively rectified the inspection feedback from the CPC Shandong Provincial Committee on the ecological protection and high-quality development of the Yellow River basin. We strictly implemented ideological work responsibility system. We further promoted the building on improving Party conduct and building a clean government, and anti-corruption, strengthened risk prevention and control in key areas, key links and key posts, and continued to consolidate the political ecology with a clean and upright atmosphere.

Fellow Deputies, Over the past year, we pioneered and innovated in new fields while grasping the general situation and seizing opportunities. We overcame difficulties and forged ahead in facing challenges and resisting risks. We achieved a variety of "improvements" on the basis of "stability", and made remarkable accomplishments in structural optimization of the "forms" and continuously positive "trends". Furthermore, we managed a number of major events concerning the overall situation, solved a number of difficult problems that had long gone unsolved, and accomplished a number of practical things expected by the public. The hard-won achievement is the result of Xi Jinping's scientific guidance on Socialism with Chinese Characteristics in the New Era, the result of the strong leadership of the provincial party committee, the result of the Provincial Government and the Municipal Party Committee, the result of the supervision and support of the Municipal People's Congress, the CPPCC, and all walks of life, and also is the result of the united struggle of the cadres and masses throughout Dezhou. On behalf of Dezhou Municipal People's Government, I wish to express sincere gratitude to all our people, and to all other political parties, people’s organizations, and public figures from all sectors of society. I would like to express heartfelt appreciation to retired leaders and veteran comrades, to the officers and men of the German troops, the central and provincial units in Dezhou. I would like to express my heartfelt thanks and great respect to all friends at home and abroad who care about and support the development of Dezhou!

While fully affirming the achievements, we must also be soberly aware that the macroeconomic situation will become more severe and complicated next year, and the "triple pressures" of demand contraction, supply shock and expected weakening are still at a relatively high level, beyond that the epidemic is still posing an unpredictable impediment. However, Dezhou still faces some difficulties and problems in terms of economic and social development: There is lack of big and strong industries and enterprises, with a relatively low openness and intensified competition in science, technology and talents. New challenges come with grasping the new economy, using the new model, and seizing the new tracks, and the pressure of green and low-carbon transformation increases. The driving force and agglomeration degree of the urban area are not high, and the challenge of gathering people and energy in the city continues to grow. The economic development between counties is unbalanced with relatively weak comprehensive competitiveness. The new expectations and new demands of the masses are growing, while there are still many shortcomings in the field of people's livelihood. The problems of insufficient cultural soft power and contradiction between fiscal revenue and expenditure are prominent, and the pressure of "three guarantees" is constantly increasing. There are potential risks affecting stability which cannot be ignored, and the task of keeping "the fundamentals" is arduous. There is still a considerable gap in the governance capacity, the business environment needs to be continuously optimized, the phenomena of formalism and bureaucracy still exist to varying degrees, and corruption in some areas has not been fundamentally resolved. In this regard, we should have the courage to face and bear the responsibility to solve the problem with stronger determination, greater vigor and more practical measures.

II. Arrangements of Key Work in 2023

2023 is the opening year for the comprehensive implementation of the spirit of the Party's 20th National Congress, and is also a key year for the implementation of the "14th Five-Year Plan". To achieve a new breakthrough in high-quality development, there are challenges but also opportunities, pressure but also motivation. As long as we stick to the development goal, insist on seeking truth from facts, strengthen our confidence and determination, and pay close attention to the implementation of the work, we will certainly be able to achieve better and faster new development.

To do a good job of governance, we must follow the guidance of Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era, thoroughly implement General Secretary Xi's important instructions on the work of Shandong and the guiding principles of the Party's 20th National Congress, the CPC central committee, Shandong provincial and Dezhou municipal committee, act on the general principle of pursuing progress while ensuring stability, apply the new development philosophy in full, in the right way, and in all fields, proactively serve and integrate into the new development paradigm, industriously promote high-quality development, and advance in meeting benchmarks and standards with concerted efforts. Based on the goals of "three exceeding", "five walking ahead" and "seven striving for the best" and to better coordinate the regular COVID-19 pandemic prevention and control, pursue economic and social development, and ensure both development and security, we must organically combine the strategies of expanding domestic demand with the deepening of supply-side structural reforms, unswervingly follow the path of green and low-carbon high-quality development, and make new breakthroughs in boosting the construction of regional consumption centers and cities advanced in the manufacturing industry, food, and characteristic sports. We also should focus on stabilizing the growth, prices, and employment, promote economic stability and quality, improve people's living standards, maintain social harmony and stability, strengthen the government's self-construction in an all-round way and step up efforts to the "Dezhou practice" with Chinese characteristic modernization.

The main expected goals for 2023 are: The economy will grow by more than 5.5%; general public budget revenue will increase by more than 6%; per capita disposable income of residents will rise by more than 5.5%; fixed asset investment will grow by more than 8%; total retail sales of consumer goods will increase by more than 6%; consumer price will rise by about 3%, food production will go up steadily, foreign investment and trade will improve in quality and efficiency, and the provincial goals for energy conservation, emissions reduction, carbon reduction, and environmental quality improvement will be fully completed.

(I) Unswervingly promote major strategic empowerment. We will cherish the critical opportunity period when a number of major strategies overlap, promote the implementation of a series of leading reform initiatives, pioneering major platforms and landmark projects to seize policy dividends, and build strong competitive advantages with characteristics. We will make greater efforts to promote green, low-carbon and high-quality development, boost the construction of comprehensive demonstration zones at a high level, strictly implement the requirements of "four distinctions and five reduction replacements", and vigorously advance the implementation of "one industry, one policy" in chemical, steel, textile and other industries for high-end, intelligent and green transformation. We will accelerate the cultivation of advanced manufacturing and strategic emerging industrial clusters, jointly promote carbon reduction, pollution reduction, green expansion and growth, and build a new integrated pattern featuring ecological conservation prioritization, conservation and intensive utilization, and green and low-carbon development. We will make greater efforts to align the coordinated development of Beijing-Tianjin-Hebei region, and implement the support policies of the National Development and Reform Commission and the Shandong Provincial Government in a project-based, list-based and mechanism-based manner. We will vigorously introduce the headquarters, R&D centers and functional institutions of strong and famous enterprises, strive for the landing of major platforms such as Dezhou Center of Beijing-Tianjin-Hebei National Center of Technology Innovation, improve the normalization mechanism of docking central and strong enterprises, and strive to introduce more than 100 projects with an investment of over 100 million yuan, an in-place capital of more than 6 billion yuan, more than 50 scientific and technological achievements, and over 100 high-level talents in a flexible way. We will make greater efforts to serve the major national strategy of the Yellow River, accelerate the construction of the "three connections and six belts" modern water network system, implement 43 key water conservancy projects with a total investment of 4.69 billion yuan, promote the west line development of the "Two-River Connection" project of Yellow River and the Beijing-Hangzhou Grand Canal, the construction of ecological corridors and marathon tracks, the modernization transformation of Panzhuang Village and Lijia Bank irrigation district, the comprehensive treatment of Majiahe River and Tuhai River, and complete the afforestation of Dezhou section of Beijing-Taipei Expressway. We will make greater efforts to integrate into the integrated development of provincial capital economic circle, accelerate the construction of linkage zone of the starting area for replacement of old growth drivers with new ones at a high level in "Qihe-Yucheng-Linyi", promote the landing of 40 key issues and 30 key projects, and build a green intelligent manufacturing industrial base in the provincial capital economic circle and a clustering area for production, research and use of high-end carbon materials. We will make greater efforts to build Tianqu New District with high standards, focus on the construction of core area of high-speed rail new city and Beijing-Tianjin-Hebei manufacturing cluster, the centralized layout of infrastructure and public facilities, the concentrated introduction of large projects and enterprises, and the intensive inclination of capital resources, and carry out "six major actions" regarding industrial cultivation, project tackling and scientific and technological innovation, centering on the implementation of ten major projects with a total investment of 17.3 billion yuan and 36 urban construction projects with an investment of 13.3 billion yuan.

(II) Unswervingly enhance efficiency, expand demand and stabilize growth. We will deepen the "Ten Demand Expansions" action, which boosts confidence, gathers popularity, and effectively upgrade and appropriately expand China’s economic output. We will pursue effective investment, implement 370 key projects above the municipal level, and complete an investment of more than 100 billion yuan. We will accelerate the Dezhou Action of Shandong Demonstration Zone in building a country with strong transportation network, boost 32 key projects including Dezhou Section of Jinan-Zhengzhou High-speed Railway, Linwu Expressway, Decheng-Yuncheng Expressway, Wucheng Section pf G240 and Qizhou Yellow River Bridge, complete an investment of 11.6 billion yuan, and strive to build a modern logistics system of "channel + hub + network". We will upgrade network infrastructure, and open 3,000 new 5G base stations. We will launch the "100 Enterprises Help Investment Promotion" campaign, establish and improve the project evaluation promotion mechanism, and start 410 new investment promotion projects with an in-place capital of 35 billion yuan. We will stimulate the vitality of the construction of major projects, break down barriers, liberalize the track, treat all kinds of market players equally in bidding, government-funded industrial guidance funds, loan subsidies, etc., so that the state-owned enterprises and private enterprises to work together and make concerted efforts. We will accelerate the construction of a regional consumption center city, comprehensively strengthen the recovery and expansion of consumption, and promote consumption expansion, replenishment, enhancement and upgrading. We will continue to promote bulk consumption such as automobiles and household appliances, stimulate the release of consumer demands of consumption demand in industries covering cultural tourism, sports and health, accommodation and catering, and wholesale and retail, deepen the enjoyment of "Enjoy Shandong Consumption Year" season activities, and strive to hold over 200 large-scale promotional activities throughout the year. We will construct and upgrade 6 characteristic commercial districts and streets, with the number of convenient living circles in central urban area reaching 20. We will attract more than 5 well-known brands at home and abroad to open their first stores in our city, and build a regional first-store economic agglomeration area. We will strengthen the construction of county-level logistics and distribution centers and township trade centers, promote the upgrading of rural consumption, and activate rural consumption potential. We will accelerate the construction of live e-commerce industrial park, cultivate more than five enterprises with annual online operating revenue of over 100 million yuan, with online retail sales exceeding 17 billion yuan. We will promote the construction of infrastructure such as Tianqu Expo Square, develop and grow exhibition enterprises, and hold 40 industrial exhibition activities. We will vigorously develop multimodal transport and smart logistics, promote the construction of Kaide, North China Logistics Center of Haier Rishun, etc., and accelerate the cultivation of new growth driver for the transformation and upgrading of modern logistics.

(III) Unswervingly break through in the advanced manufacturing industry. We will implement in-depth breakthrough project on iconic industrial chains, give full play to the overall guidance and leading role of "chain leader" system in driving each industrial chain introducing more than 5 projects with over 100 million yuan. More than 200 industrial enterprises above designated size have been added, and enterprises with sales revenue exceeding 5 billion yuan and 10 billion yuan have made new breakthroughs. We will boost enterprise listed to achieve "multiplication in three years", aiming to add 4 marketing enterprises and 50 listed enterprises. We will implement 100 municipal key technological transformation projects with an investment of over 50 million yuan and 30 technological transformation demonstration projects with an investment of 20 billion yuan. We will vigorously develop the digital economy, implement the "three projects" of strong enterprise guidance, scene cultivation and digital service, promote the digital transformation of 100 industrial enterprises above designated size, cultivate more than 100 smart factories, and add more than 500 cloud enterprises, promoting the added value of core industries in the digital economy accounting for 3%. We will cultivate the leading enterprises in electronic information industry, such as GRIKIN Advanced Material Co., Ltd., RFMD (Dezhou) Co., Ltd., and INONE Technology (Shandong) Limited, so as to build an influential production base for key materials of integrated circuits in China. We will guide foreign digital service providers to set up enterprises in Dezhou, support local enterprises to enlarge and expand software development, system integration, etc., enhance the level and application depth of logo analysis system, actively develop new modes such as network collaborative manufacturing and intelligent management, and promote the deep integration of digital economy and real economy. We will vigorously develop productive service industries such as industrial design, inspection and testing, and information consultation, and promote the deep integration of advanced manufacturing and modern service industries. We will deepen the strategy of strengthening the city by quality and standardization, and strengthen the protection of intellectual property rights.

(IV) Unswervingly enhance scientific and technological innovation capability. We will take the construction of an innovative city as the overall guide, co-ordinate science and technology, talents and resources, and cultivate new growth drivers for high-quality development. We will promote platform construction at a higher level, strengthen the deep integration of enterprises, universities, and research institutes led by enterprises to build a number of collaborative innovation centers of production, education and research, actively create a national sports high-end equipment technology innovation center, and strive for one national enterprise technology center, eight provincial enterprise technology centers, and more than five new R&D institutions. We will focus on the cultivation of enterprises and science and technology-based enterprises, creating more than 100 new high-tech enterprises and over 900 science and technology-based small and medium-sized enterprises. We will center on cultivating and supporting of specialized, fine, characteristic, and novel enterprises, provide services covering diagnosis and evaluation, equipment renovation, technology research and development, talent introduction, etc., and add 8 individual champions at or above the provincial level and over 100 specialized, fine, characteristic, and novel enterprises. We will expand the application of achievements through a more active mechanism, take the technological innovation needs of advantageous industries as the guide, implement 10 major scientific and technological innovation projects by means of "Open Competition to Select the Best Candidates" and directional delegation, and fully promote the construction of green and high-value scientific and technological demonstration projects for basic agricultural products in Shandong. We will explore the pilot project of "investment first and stocks later" of financial science and technology development funds, accelerate the transfer of scientific and technological achievements, actively align with colleges and universities, in order to introduce more than 50 scientific and technological achievements, and over 9 billion yuan turnover of technology contracts. We will take more practical measures to strengthen talent introduction and education, run the 2nd "Double Innovation" competition for high-level talents, and gather more than 50 innovative and entrepreneurial teams of leading talents. We will promote the "Revitalizing Dezhou with 100 Doctors, 5,000 Masters and 100,000 College Students in Three Year" Plan, which intends to recruit more than 33,000 new college students.

(V) Unswervingly release the driving force and vitality of the development. We will continue to push forward the system integration reform in key areas. We will improve the reform of the administrative approval system, fully implement the list management of administrative licensing items, and promote the construction of "the same standard and the same source" for government services. We will solidly carry out the construction of "uncertified city", vigorously promote integrated handling, simple handling, regional handling, and uncertified handling in an all-round way, thus realizing the policies issued to benefit the people and enterprises without application. We will optimize and upgrade the city's integrated big data platform, promote the "one-stop service" within the agency, and create an intelligent and efficient digital government. We will deepen the construction of "Credit Dezhou", and improve the comprehensive evaluation index system of public credit. We will innovate the protection over land elements, continue to revitalize the disposal of land that has been approved but not been supplied, idle land and inefficient land, strengthen the evaluation of "per-mu benefits", and promote the gathering of resources to high-end industries and high-quality enterprises. We will accelerate the integration and innovation of fiscal and finance, adopt PPP, REITs and other ways to attract private capital to participate in major engineering projects, and make good use of policy tools such as "head office to head office", risk compensation, and financial interest subsidies to effectively alleviate the difficulties faced by enterprises in accessing affordable financing. We will continuously optimize the financial ecological environment and strengthen the prevention and resolution of financial risks. We will accelerate the construction of supporting facilities in the comprehensive bonded zone, and promote the construction of public bonded warehouses and inland ports in Pingyuan County and Qihe County. We will hold a series of activities such as China (Shandong) ? ASEAN SMEs Cooperation and Development Conference, give full play to the platform carrier function of cross-border e-commerce comprehensive pilot zone, add 50 cross-border e-commerce enterprises, pay special attention to the use of foreign investment in manufacturing industry, and promote the construction of major foreign-funded projects. We will focus on improving the energy level of county economy, improve the supporting policies and assessment system, deepen the innovation of system and mechanism in development zones, support each county and city to build a batch of tens of billions of leading industrial clusters and "No.1 industry" in each development zone, so as to promote the amplification of advantages and dislocation development of counties and cities, continuously push forward the ranking of development zones in the whole province, and accelerate the formation of a vivid situation featuring regional coordination and difference competition.

The private economy is the driving force of Dezhou's high-quality development, as well as the most valuable resource and asset. We should adhere to the "two unswervingly upholds" with a clear-cut stand, protect the property rights of enterprises and entrepreneurs according to the law, improve the communication and consultation mechanism between government and enterprises, and work hard to escort enterprises, reduce costs and burdens, solve problems, and be "close" and promising, and "clear" and affectionate. We should vigorously carry forward the entrepreneurial spirit, build a team of high-quality entrepreneurs, shape the brand of "Dezhou business", truly treat entrepreneurs as our own people, so that entrepreneurs have greater achievements and higher honors!

(VI) Unswervingly build a livable, workable, and harmonious countryside. We will implement a new round of "ton and a half grain" action for production capacity enhancement, and carry out "four joint creations" in depth, with the standard area of "ton and a half grain" in the core are exceeding 70%. We will maintain the area of corn-soybean strip compound planting stabilized at above 300,000 mu, and focus on creating a national soybean industry revitalization demonstration zone. We will strive to become one of the first pilot cities in China to promote the construction of high-standard cropland in the whole region, build and transform more than 540,000 mu of high-standard cropland, improve the irrigation area by more than 900,000 mu, and integrate water and fertilizer by more than 420,000 mu. We will implement the preferential policies for protection of cultivated land, and firmly stop any attempts to use cropland for any purpose other than agriculture and specifically grain production. We will implement the "Seed Industry Revitalization Plan" and the "Good Seed Project" thoroughly, and strive to make technological breakthrough in key difficulties related to seed source. We will accelerate the construction of a "famous food city", build China (Dezhou) Agricultural Food Innovation Industrial Park with high standards, plan to construct a number of prefabricated food industrial parks, implement the upgrading project of food processing industry chain, and add 20 food processing enterprises above designated size, with the main business income exceeding 70 billion yuan. We will enlarge the brand effect of "Dezhou flavor", add more than 25 certified "pollution-free agricultural product, green food, organic agricultural product and one geographical indication" products, with the certified area exceeding 4 million mu, striving to create a national agricultural product quality safety city. We will comprehensively promote the construction of "signature towns and central villages", implement the "seven major projects" in central towns, boost the industrial clusters of characteristic towns, with the collective economic income of central villages exceeding 300,000 yuan. We will strengthen the construction of rural infrastructure networks, rebuild 600 kilometers of rural roads and 5,600 kilometers of rural water supply networks, and promote the modernization of urban and rural water supply featuring "industrialization, urbanization, ecologization, digitalization, and intelligence". We will develop more than 300 new agricultural business entities and socialized service organizations, and cultivate over 2,000 high-quality farmers. We will standardize the order of rural land transfer. We will further promote the reform of agriculture and rural areas, create a pilot city to deepen the rural collective land for development purposes and a national rural integration reform pilot zone, and actively strive for the demonstration area construction of building Shandong into a model of rural revitalization and a centralized promotion zone for coordinating rural revitalization.

(VII) Unswervingly promote a new type of urbanization. We will coordinate urban planning, construction and governance, complete the compilation of overall territorial space planning at the city and county levels, promote the full coverage of the control plan preparation for the central urban area, make full use of urban physical examination to advance precise governance, and create a livable, resilient and smart city that is more enjoyable for young people and more convenient for the elderly. We will implement the three-year action of new urbanization, solidly promote 45 provincial-level key urbanization projects, and launch 101 urban construction projects in the central urban area with a total investment of 25.4 billion yuan, and strive to increase the urbanization rate by 2% each year. We will promote the construction of Dezhou Culture, Science and Technology Center, Dezhou Sports Park, Changhe Park, etc., renovate Mingyue Lake Park, start the construction of road from Huang Zhuang Interchange to Sanshilipu Bridge, Dongfeng Road Chahe Flyover, Xinling Road Chahe Bridge, and complete the second phase construction of underground utility tunnel of University Road. We will carry out urban renewal action, with an annual investment of 6.62 billion yuan for 19 urban renewal projects, speed up the quality improvement of districts covering Chahe River banks, Xinhu Community, Sun City and Sulu King's Tomb in the central urban area, and guide counties and cities to promote the renewal of urban villages, old industrial and trade zones and other areas in an orderly manner, thus building vibrant blocks. We plan to start the renovation of 13,496 sets of shantytowns, basically complete 7,500 sets, and alternate 136 old residential communities. We will accelerate the direct heating pipelines to households, and update and transform old gas pipelines. We will conduct the review of national garden city, implement the quality improvement of "green management, increase, protection and utilization", adding 10,000 mu of green space. We will promote urban comprehensive law enforcement into the community, and lay a good job in the final battle to create a national civilized city. We will improve the comprehensive intelligent governance platform of "one network management", carry out the activity of "digital dividends benefiting the community", and complete the provincial pilot project for the construction of a four-star new smart city. We will coordinate the production, living, ecological and security needs of counties, make up for shortcomings and weaknesses according to local conditions, and enhance the comprehensive carrying capacity. We will concern on cultivating the whole industrial chain of the construction industry, speed up the construction of characteristic industrial parks such as Dezhou Modern Building Industrialization Industrial Park, cultivate competitive industries regarding HVAC, door and window hardware, geosynthetics, elevators and installation, civil air defense facilities, etc., and vigorously develop high-quality green buildings, with a total of 8.4 million square meters green buildings in new towns and cities, an area of 7.2 million square meters of solar water heating system application, and a new construction of assembled buildings with an area of 2.3 million square meters. We will strengthen the guidance of expectations in the real estate market, better meet the rigid and improved housing demands of new citizens and young people, and promote the sustained and healthy development of the real estate industry.

(VIII) Unswervingly improve the quality of the ecological environment. We will implement of the "Four Reductions and Four Increases" initiative in-depth, accelerate the promotion and application of advanced technologies for energy conservation and carbon reduction, and promote the recycling transformation of industrial parks. We will make overall plans to promote the development of renewable energies such as photovoltaics, wind power and geothermal energy, and boost the installed capacity of new energy power generation to exceed 7.3 million kilowatts, thus promoting the construction of the highly flexible, clean and efficient cogeneration project of Huaneng Dezhou Power Plant within this year. We will continue to control pollution in a lawful, targeted, and science-based way, and we will make further efforts to keep our skies blue, waters clear, and lands clean. We will make efforts to fight the three landmark battles against pollution weather abatement, ozone pollution prevention and control, and diesel truck pollution control, strictly control dust pollution, and strengthen the synergistic emission reduction of multi-pollutants such as volatile organic compounds and nitrogen oxides. We will create an upgraded system of river chiefs and lake chiefs, with a steady increase in the proportion of good water bodies and dynamic elimination of water bodies of Class V and below. We will complete the clearing of rainwater and sewage combined pipeline network in built-up areas, with the progress of sewage treatment improvement exceeding 60%, and complete the provincial tasks 2 years ahead of schedule. We will further promote the treatment of rural domestic sewage and black and odorous water bodies, and optimize the inter-county horizontal ecological compensation mechanism. We will implement the requirements of "limiting city, land, people and production with water", carry out special rectification on illegal water use, and resolutely hold the red lines of total amount of water use and efficiency control. We will strengthen soil contamination control, and promote the construction of a "zero-waste city" in an all-round way, achieving full coverage of household waste classification. We will vigorously promote the construction of afforestation and a demonstration city for wetland protection across the region, control the soil erosion area of 20 square kilometers, and accelerate the construction of a new ecological greening pattern of "four sources and eight corridors". We will pay special attention to the rectification of feedback from ecological and environmental protection inspection at all levels out-and-out. We will extensively carry out the creation of conservation-oriented institutions, green towns, green plants and green communities, thereby contributing to a green and low-carbon production and lifestyle.

(IX) Unswervingly guarantee and improve people's livelihood. We will adhere to the principle of trying our best and taking an orderly and coordinated approach, and take more initiatives to benefit people's livelihood, so as to continuously improve the life quality of broad masses of the people. We will implement the employment priority policy in detail, deepen the pilot reform of rural labor force employment integration, create about 60,000 new jobs in cities and towns, and develop 35,000 public welfare positions in urban and rural areas, so as to ensure the dynamic clearing of zero-employment families and enable more rural labor to transfer employment locally. We will improve the multi-level social security system and promote the expansion of endowment insurance for enterprise employees by more than 30,000 people. We will implement the "five famous" project regarding famous schools, famous principals, famous teachers, famous instructors and researchers and famous academic leaders, and build the brand featuring moral education, specialty education, vocational education and special education. We will rationally expand high-quality public education resources, with 15 new primary and secondary schools and 31 public kindergartens for renovation, and 25,000 new degrees. We will implement the action of building towns by education, promote the improvement of weak links and capacity enhancement, and improve the level of running rural schools. We will further create a national county for universal and inclusive pre-school education and quality and balanced development of compulsory education, and implement group and cooperative school-running, with more than 30% of compulsory education schools in urban areas being included in group management. We will promote the construction of comprehensive practice base for youth at the municipal level. We will deepen the integration between production and education, and between vocational education and general education, and optimize the structure and layout of vocational education. We will accelerate the construction of National Regional Medical Center, and put into operation the Dezhou Eastern Medical Center, Dezhou Municipal Infectious Disease Control Center, and Dezhou City Women and Children Hospital. We will rebuild total of 220 central village health centers, forming a "15-minute health service circle" in rural areas. We will deepen the integrated reform of "Three Medical Linkage + Traditional Chinese Medicine", promoting the inheritance, innovation and development of traditional Chinese medicine. We will promote the construction of a compact county medical community, and create four county-level medical service sub-centers. We will carry out the National Health Dezhou Initiative, and strengthen the construction of a demonstration city for "Internet + Medical Health". We will adjust and optimize policies on basic medical care and maternity insurance, and improve the medical insurance and rescue system for critical diseases. We will implement special action for affordable elderly care, improve the quality of community service facilities for the aged, add 2,000 nursing-type old-age care beds, build demonstration hospitals with integrated eldercare services and medical care in 10 hub towns, build another "365 warm left-behind centers" in 134 towns and streets, and gradually implement centralized support for orphans and impoverished children. We will vigorously develop charity, and carry forward the social atmosphere of helping one another in defense work. We will improve the supporting measures of birth rate boost policies, with the addition of more than 2,000 nursery service places. We will consolidate and expand the achievements of poverty alleviation, improve the dynamic monitoring mechanism for preventing relapses into poverty, further promote the brand construction of "common-prosperity type" big aid program, and strive for a provincial example of common prosperity. We will deepen the integration of culture and tourism, promote the upgrading of A-level scenic spots, plan quality tourism routes, and actively create a provincial-level tourism demonstration zone. We will hold the 4th Shandong Conference on Tourism Development, and further enhance the brand awareness and reputation of "Hospitality Shandong ? City of Virtue". We will improve the public cultural service system in urban and rural areas, organize around 5,000 performances for benefiting the people, and screen about 61,000 public welfare films. We will solidly implement the national fitness program, promote the opening of sports facilities to the society, improve the training system of competitive sports talents, actively undertake national sports events, and run the 7th Games of Dezhou successfully.

Fellow Deputies, We will focus on the most pressing difficulties of high concern to the people, secure people's livelihood in every regard, and successively handle 18 practical matters concerning people's livelihood. These practical matters mainly include: the development and establishment of public welfare posts and gig markets, the renovation of health centers in central villages, the expansion of lunch and siesta coverage in primary and secondary schools, the retrofitting of lifts in existing residential buildings, the upgrading of the level of comprehensive property management, the strengthening of care for left-behind people in rural areas, the improvement of security level for orphans and impoverished children, the elderly in special difficulties, and the chronically disabled, as well as the optimization of people's access to convenience services such as medical care, travel, culture, fitness and recreation. We will, in an objective-based, list-based and project-based manner, endeavor to handle urgent things quickly, difficult things successfully and good things out-and-out, so that the masses can see new changes and get new benefits every year.

(X) Unswervingly enhance the effectiveness of social governance. We will strictly implement the "eight grasping of 20 key points" initiative for work safety, carry out in-depth inspections on safety in production, and resolutely curb the occurrence of serious accidents. We will strictly investigate the illegal acts of highway overload and overrun. We will innovate food safety wisdom, credit and other supervision methods, and promote the establishment of a national food safety demonstration city. We will innovate and expand the "Lingcheng District Model", and establish a long-term mechanism for the resolution of clearing the backlog of cases, letters and petitions. We will establish the sound system of "one village, one police", and speed up the construction of a new mechanism and model for grassroots policing. We will smooth and standardize the channels for expressing public demands, coordinating interests and safeguarding rights and interests. We will continue to promote the normalization of battles against gang crimes, severely crack down upon criminal acts in key areas such as telecommunication and network, lay a good job in a new round of anti-drug war, and actively create a national demonstration city for the construction of social security prevention and control system. We will improve the grassroots governance platform with grid-based management, refined services and information support, and enhance the city's social governance capacity. We will deeply promote national defense mobilization, militia building, and veterans and activities to promote mutual support between the civilians and the military, by which to create a demonstration city for four consecutive years, support people's organizations such as the union, the Communist Youth League, the Women's Federation, the Federation of Industry and Commerce to widely participate in social governance and public services, solidly do a good job in national religion, foreign affairs, arbitration mediation, people's air defense, earthquake prevention and disaster reduction, the disabled, caring for next generation, etc.

Fellow Deputies, At present, the epidemic prevention and control has entered a new stage, a critical point where it is the most strenuous. We must implement the decision-making and deployment of the CPC Central Committee in a complete, accurate and comprehensive manner, promptly shift the focus of our work from prevention of infection to protection of health and prevention of severe diseases, pool all our resources on enhancing the capacity of medical treatment services, further expanding the resources for treatment of serious illnesses, increasing the number of fever outpatient clinics, strengthening the production and reserve of anti-epidemic materials, safeguard the public's access to medical care and medication, comprehensively respond to extreme situations, positively reply people's concerns, and solve practical problems, so as to ensure that we can smoothly tide over the epidemic period. "Though battered by numerous frustration, my spirit grows ever more in resolution, contending with the very forces of nature in a quest to bring about the Spring." We firmly believe that, with General Secretary Xi at the helm and the people of the whole city working together through thick and thin, as long as we comprehensively and accurately implement the epidemic prevention and control measures in the new stage in accordance with the decision-making and arrangement of the CPC Central Committee, and try our best to control the epidemic process and postpone the peak, we will surely win the tough battle of smooth transition, and we will surely usher in the warmth of spring and peace in the world!

III. Efforts to Improve the Government's Own Effectiveness and Service

To do a good government job in the new year, the government should follow the guidance of Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era, thoroughly study, publicize and implement the spirit of the Party's 20th National Congress, firmly support the "two establishments" and resolutely achieve the "two upholds". We must bear in mind the country’s most fundamental interests, resolutely implement the decision-making and arrangement of the CPC Central Committee and the State Council, the work requirements of the CPC Shandong Provincial Committee and the Shandong Provincial Government, and the work arrangements of the CPC Dezhou Municipal Committee. We should consciously build up and practice the correct political achievement value, truly understand responsibility, assume responsibility, and perform responsibility, and devote all efforts into doing practical work and delivering solid outcomes. We should vigorously carry forward the fine style of work hard and be down-to-earth, approach each assigned task with structured management, clear responsibilities, and detailed progress tracking, maintaining steadfast control to the end. We should focus on enhancing the ability to overcome difficulties, adhere to the problem-oriented approach, seize the main contradictions, which should be subject to comprehensive sorting, precise analysis, scientific treatment, and long-term endeavors, and make every effort to achieve promising and successful solutions for a long time. We should deepen the construction of "learning, service, saving, innovation, honesty" organs and cadres, inspire the civil service team to be more attentive, dedicated and professional, stimulate the vitality of the whole society to work and start up business, and truly make it common practices for cadres to dare to act, local governments dare to venture, enterprises dare to work, and the masses dare to initiate.

(II) We will always adhere to law-based administration of government. We should deepen the demonstration and establishment of a law-based government, and make better use of the mindset consistent with the rule of law and law-based approach to promote work. We should strictly implement major administrative decision-making procedures, and improve the government's mechanism of honoring its commitments. We should strictly regulate fair and civilized law enforcement, and promote the standardization of administrative reconsideration and administrative response. We should actively promote government legislation, and speed up the construction of public legal service system. We should insist on promoting an efficient market with a promising government, respecting market laws, and being adept at promoting reforms and solving problems with a market-oriented mindset. We should consciously accept the legal and work supervision of the National People's Congress and the democratic supervision of the CPPCC according to law, handle proposals from deputies to the People's Congress and the CPPCC with high quality, take the initiative to accept disciplinary supervision, judicial supervision, public supervision and public opinion supervision, and strengthen audit supervision and statistical supervision, so as to ensure the governmental powers are always operating publicly.

(III) We will follow the original aspiration of bringing benefits to the people. We should adhere to the principle of government work for the people, of the people, and by the people, stand firmly with the people, grasp the aspirations of the masses earnestly, carry out transpositional consideration, and exert efforts to get things done. We should plan and promote work in respect of objective reality and expectations of the masses, improve the mechanism of mass participation in decision-making, and asks for the needs, policies and advice from the people. We should take the things around the masses as the concern of the government, continuously improve the quality and efficiency of the 12345 Citizen Hotline, and actively explore the multi-level "micro-reforms" of people's livelihood that is grounded and effective, so that the improvement of people's livelihood can be known and felt, and the government's work can be more precise and pragmatic, which is more in line with the wishes of the masses.

(IV) We will insist on being honest and self-disciplined. We should strictly implement the "coordination of four responsibilities" mechanism for full and strict governance over the Party and the spirit of the Party's eight-point frugality code of the CPC Central Committee and their implementation rules, and constantly correct the practice of formalities for formalities' sake, bureaucratism, hedonism, and extravagance to set new trends, thus improving Party conduct and building a clean government in depth. We scientifically and accurately target and rectify corruption around the masses and behaviors detrimental to the interests of the masses. We strictly implemented ideological work responsibility system. We should insist on the government's "tight schedule" and providing people with a good life by strictly enforcing financial discipline and reducing the "three public expenses" and other public expenditures. The staff of Dezhou government system should repress the private for the public, keep a sense of national responsibility, strengthen the consciousness of purpose, and strictly restrict our personal integrity and behaviors, be the leaders, builders and defenders of good political ecology and social atmosphere, and establish an honest and upright government image for the people.
