I. Overview of Dezhou
Dezhou City is located in eastern China, downstream of the Yellow River, and is one of the prefecture-level cities in Shandong Province. Dezhou is not only a civilized ancient city with a long history and outstanding people, but also a modern new city full of innovation and vitality. Dezhou has a total area of 10,300 square kilometers and a population of 5.79 million. It has two districts, two cities and seven counties, two national development zones, that is, Dezhou Economic and Technological Development Zone and High-tech Industrial Development Zone, and 10 provincial development zones. In 2018, Dezhou ranked 68th out of 333 prefecture-level cities in China in terms of its comprehensive economic strength. It is a national new energy demonstration city and a national garden city, and won the UN Model Award for Human Settlements.
(I) Strategic Positioning. Dezhou City is the only city in Shandong Province that has been included in the national strategy for the coordinated development of Beijing, Tianjin and Hebei. The Plan Outline for the Coordinated Development of Beijing, Tianjin and Hebei clearly defines Dezhou's development orientation as "one region, four bases", that is, the construction of Beijing, Tianjin and Hebei's industrial undertaking, transformation of scientific and technological achievements, supply of high-quality agricultural products, labor transmission base and important ecological functional areas in the south of Beijing, Tianjin and Hebei. The direct distance between Dezhou and Xiong'an New Area under construction is only 160 kilometers, which is the "bridgehead" of Shandong province to Xiong'an New Area.
Dezhou City has taken the initiative to join hands and deeply integrate into the coordinated development of Beijing, Tianjin and Hebei. In the past two years, our city has started 215 new high-tech projects from Beijing and Tianjin, with the capital in place reaching 17.2 billion yuan. Our city successfully held the 4th Beijing-Tianjin-Hebei-Shandong Technology Exchange Conference in Dezhou, China. We have established cooperative relations with 1,120 enterprises, 610 scientific research institutions and large-scale research institutes. We have built three innovation platforms, "Dezhou Innovation Valley", the Central Innovation Zone of the High-tech Zone, and Zhongguancun Haidian Science Park in Qihe County. (II). Superior location. Dezhou is an intersection city of Beijing-Tianjin-Hebei economic circle and Jinan provincial capital economic circle. It is also an important node city connecting North and East China. (IV). The park has complete supporting facilities. Dezhou has planned an area of 396 square kilometers in eastern Dezhou as one of the main sites for Beijing-Tianjin industrial transfer projects. In the first half of 2019, Dezhou achieved a regional GDP of 182.197 billion yuan, up 6.1% year-on-year. Dezhou's general public budget revenue was 11.894 billion yuan, up 6.7%. Dezhou has realized the added value of agriculture, forestry, animal husbandry and fishery, reaching 16.99 billion yuan, up 4.0%. Our city will focus on introducing advanced technology and manufacturers of functional foods such as functional sugar, dietary fiber and polypeptide.
